Selling leads is big money for many industries....
Manpower and scalability is key for this type of buisiness model.
I like it.
A very clever idea... I like it. The idea of creating a website in an industry I know nothing about, and then generating leads only to turn-around and sell them to the company who otherwise would have been my client never occured to me. The process should be an easy sell though... seeing how all the risk is on the SEO, and none on the "client".

I'll admit that I've considered setting up sites to outrank clients who failed to pay their bills or stay on long enough to cover costs, etc. I know that's just spiteful, so I never did it..
I just wonder, using the example case, how would you create a plumber website that's appears legit enough to generate leads without being able to put a plumber's name or company address on the site? Maybe that's not important to the average person who's trying to find a plumber online and coming up empty.
Great idea - one that gets the brain thinking about other possibilities.

You could promote the site as a 'plumbing broker service' - "Once stop source for all plumbing questions, services, faq's, ect.....".
I use this model in some spaces. Pages include call tracked phone numbers to record lead activity. Had a small business owner sign up Wednesday and get a new client on Thursday. Very exciting!
silly business owners who are not convinced yet that the web is a good way to get new leads. they don't deserve a site.

Just to clarify (and this applies to pretty-much anything I write about) - these techniques have worked well for both me and my clients, but obviously every niche, every industry, every website and every client is very different and what works for one may not work for others.
With saying that, I hope that it has given you some ideas and if you do give it a shot, I hope it works out as well for you as it has for me.
