More bloggers being hit with Google penalties

The 1st is womenmumbles.com, I would bet a lot of cash that this Women did not have the slightest idea that she was breaking the webmaster guidelines, read her blog. It seems a shame because so many high profile bloggers sell links, get away with it and create the impression that it is an O.K. thing to do, this poor women has followed suit and been penalized.
The 2nd is yapnwun.blogspot.com, again this blogger does not strike me as the type of person who is going to be reading the webmaster guidelines.
I knew what I was doing was wrong with my directory, so I guess I had it coming but these bloggers blatantly do not, is this a fair thing to do?
edit: O.K. I have just read Patrick's submission and 1 or 2 of the high profile ones may not be getting off with it scot free, but still a loss of PageRank is nothing compared to a loss of Google rank, it is almost like a "virtual penalty".

Making all Toolbar PR equal should encourage real traffic deals. Probably PR4 is the coming identifier for IM blogs. ;)
Blog post coming, this new hit is only partially paid link related
I'd like to know how Google determines who is selling links, for sites that don't explicitly solicit them. I know for a fact several sites that were penalized that do not sell links. Besides, doesn't Google make billions of dollars a year selling links? They've still got a pretty healthy page rank :). If a site is of good quality, they shouldn't be penalized for trying to make a living. Just ignore the paid links and judge the site based on quality. It would also keep innocent people from taking a hit.
Look on the bright side, your article was the only one I say that made it to the front page of Digg before being buried.
yapnwun doesn't appear to be penalized but womenmumbles definitely took a hit.
Hi Bill, I think you are right, I should have done a bit more investigating, I must have just searched for Xilly's blog and saw it was not ranking.
Any indication there was actual SERP rank losses? That's the question I'm posing to all these sites here:
