It kind of lays the emphasis on a personal understanding of programming, which IMO is quite misguided. Sure, the blackhats can leverage programming for their business models, but I think most SEO’s just don’t need the command line experience being recommended.2c.

Can I ask that you revisit the grammar and get a few dozen commas and full stops in all the right places. It’s a bit painful to pick through in a few places.
