I voted for irritating. But I would say that it all comes down to what the page is intended for - if it’s a sales letter, it might make more sense.

I say FAIL across the board.  How many websites that are at the top of Google have ALL CAPS in their title?  That’s right, none that I’ve seen lately...

All caps looks way spammy and is total overkill. Looks like shouting. And frankly, I think searchers are distrustful of sites with titles in caps. That said, I do practice adding a word here or there in the meta description in caps, like "FREE," for instance. I feel it stands out without looking spammy. But I could be totally wrong too. Guess I’d have to run some test on that theory. But I’m too damn lazy for that.
