Google now say PageRank Sculpting and the use of the NoFollow tag on hyperlinks is ineffective. SEO clients have paid to have such work done. Should they get discounts?

I’d say bugger Google. In the situation, though, I’d say it would be up to the individual companies and SEOs to hammer something out.
