It may be worth reporting the kind of link changes that won't be picked up by a tool like Xenu. But if there's no sign the links on a site are being checked at all, you can't guarantee they won't degrade to the point where they're utterly useless anyway. A link amongst a page full of 404s and off-topic redirects isn't strong enough to bother about.
Another point to note is that if you pester people for your "perfect" (spammy) anchor text this is just annoying, and a recipe for deletion.

Julie was very clear in the article the best approach was a short and polite one. :)
But the point is valid, pestering people to change anchors may result in link loss.Anytime you ask someone to do something, you're going to experience the negative with the positive. Because of this, it's best to start a new link building campaign at the same time you're reclaiming them. This offsets link loss and helps maintain your ongoing SEO.
