It’s mostly called good manners.  However #10 is perhaps rightly so.  You should always add value so that folk feel you earned the right to comment.

I disagree.  His advice is textbook... kindergarten level but people lap it up out of fear of not belonging.  There are ways of commenting that show you have a strong opinion and conviction and not only say what you mean but can back it up.  His instructions will make comment sections safe and boring for fear of being exonerated or misunderstood.   It’s inspired me to write an article encouraging people to let fly and write any kind of comment they want... stay tuned for it.
