I sometimes (like to) think that without SEOs the web would be full of flash pages that spiders wouldnt be able to crawl, and therefore Google would be rubbish at finding pages... In that respect Google needs SEOs to 'format' the world's information into one their spiders can access easily.

That said, there will always be someone trying to game the system!
