How did you come to that conclusion? Webmaster Tools used to be called sitemaps, it no longer is, it shouldn’t rank for sitemaps, sitemaps should rank for sitemaps.Please point me to one reference from Google itself on the "duplicate content penalty".What is more interesting is that the link shown for google http://<font size="-1">google.com/webmasters/sitemaps/ does not exist, it redirects via 302.</font>

There is no Duplicate Content Penalty as such. It is a series of mechanisms that cluster results, and various filters that either drop URLs from the SERPs, or hide them behind a "click for more results" link etc.

g1smd I agree but would make the title a bit to long ;) ... Along with how you look at a loss in ranking... "the disadvantage or painful consequences of an action or condition" I blogged this due to the loss in rankings due to 2 identical pages indexed by google of which happens to be one of google pages..
