A huge statement was made recently by Matt Cutts about how just because a site buys links is no reason to think that the site shouldn't rank well.

We try to be mindful that site A could try to hurt site B by buying links to site B, and we try hard to prevent that. If site B is a great site, it's natural that we would 1) try to detect and counteract the paid links pointing to site B, and 2) still let site B rank for queries that it deserves to rank for.

Thank you for clarifying.
