That's an extremely important change!
By not offering (up to now) one single official channel of communication for webmasters who believe they were mistakenly penalized, Google basically implied they never make a mistake that would hurt any website.
This is great. I've had more than one person express doubt when I've pointed them to the reinclusion request page. I think one guy's exact words were, "But if I fill this out, I'm telling them that I did something wrong when I didn't. I can't do this." I think he thought I was out of my mind when I tried to explain that everyone has to put in a guilty plea before their case will be heard.
Jane, I think at one point we were concerned that people might just do reconsideration requests willy-nilly for anything ("Googlebot didn't visit your site in the last twenty minutes? Better do a reinclusion request! I've done three already today."). But now that the form is on the authenticated webmaster console, that's much less of a concern.
Good stuff - although I'm never guilty of course. Just need to get those proxied Google Accounts set-up so that no re-inclusion requests are linked together ;o)
