The problem is that a lot of agencies out there don't do those things.  Even some of the bigger ones don't give you a decent ROI.  Here is a list of things you should ask any agency on each action they want to take.

1. How will this action help me compared to other ones?2. What is the risk level of this action?3. What happens if we don't do this action?4. Is this something new?5. What were the exact results when you did this for other clients and can you show examples?6. Can you show me some blog posts or articles about this action pro and con?

Great advice for clients @ogletree! So much of what is implemented in the name of SEO is actually fairly useless when it comes to actually bringing targeted traffic to the website.
