To be fair it does not guarantee top ranking or even that you will be in the first 10 pages. All they guarantee is that they will crawl your site more often. The only sites that I saw benefit from Search Submit were sites that were using ridiculous dynamic pages that changed all the time. If you have static pages (or even dynamic pages that do not change url name every day/week) it is not worth the money.
I agree, not worth the money for the average site. The kind of websites that I, and the author of this post, work on would benefit from this. That is if Yahoo was worth the effort in the first place.
