I personally like to have more control over my links, so I tend to want to do it all myself.

It really needs to be handled case by case, depending on the company or business being discussed.

Sometimes, a client will get links I will never even think of. Knowing your vertical often is critical, and not all link builders are familiar with every vertical. It's also not a bad idea to ask your client to personally contact people, which can lead to some lucrative deals down the road that doesn't necessarily have to do with just links. Off-line business connections and alliances are just as important (if not more) than online reputation when building a defensible link profile your competitors can't match by shelling out $10,000/month on paid advertising.
