Make the user log in before you'll even tell them the prices.
Get through all the product selection process, payment details, shipping location, etc, and then on the final screen where you click to confirm the order, lump on all the previously unmentioned shipping and handling changes. Make sure those charges aren't even mentioned in your FAQ page.
Don't indicate that some things ordered are out of stock until you get right the way through to the order confirmation screen, right before the payments screen.
As before, but make the final screen the place to enter the shipping details. On that page, make sure this is the only place on the entire site that mentions you don't actually ship abroad. Wait until that point to let the customer know that you don't want their business.
