I wonder though how much profit can come from selling gift paper from all those people who click on the phrase "How To Wrap A Present", I’d think the conversion from click to purchase is going to be pretty tiny (especially if it’s store level promo, not online) . It would need something exotic to create profitable sales.

You’re probably right.  But if you could upsell to actually buying a last minute gift/card then at $0.05 per click you might have something.
