I’ve had this problem a few times as well with various websites. One of them is a purchased domain. The previous owner had been a spammer, so Google refuses to index the site, even though we have legitimate content now.

Before it was a field asking for email. Now Google removed this, so... I suggest to provide email in the signature when you write complaint.
