The top and bottom of it is that most commercial sites only have paid links or directory links and that is it, they dont attract links naturally, so if you can build directory links better then the next guy and chuck in a bit of linkbait for good measure, then you will win. Someone has got to be at the top after all, and if Google devalues a load of directories it wont matter because your competitors dont have any better links then that anyway. I cant compete with sites buying paid reviews from bloggers in bulk though, I keep thinking and saying to my clients Google will drop them soon, but it does not seem to be happening, some of these sites rocking it on paid reviews and text links really do not have any editorial links whatsover, so I know for a fact that it is the payola that is doing it, I also know of some really good link brokers who dont disclose and are well under the radar, they have not been effected by any PageRank penalties and they own many of the top phrases on Google, it is impossible for me to compete with these guys, with my linkbait, link request, articles, social media and directories. I wish Google either would either stamp it out alltogether (which I believe is impossible) or just say stuff it and let us buy links.
Im a little fed up with the "lip service" also. If you want to buy your way to the top of the rankings with paid links its very possible. We have been telling clients for years that those paid links could all be wiped out tommorow, but Im starting to doubt that will ever happen. The second one paid link gets devalued, 5 more pop up. Google will never be able to catch up. They can change the ranking algo, but they really risk losing relevancy in doing that...
