We have a client who regularly gains back links from .gov sites (specifically Australian). They gain these links ethically because these government sites value their content and because of its uniqueness. BJ Link Bistro - http://www.linkbistro.com

There are plenty of legitimate and ethical ways to gain .edu links. It might be easier for some niches than others but if you’re cleaver and provide quality information, there is no need to spam these sites.
