Interesting take. Negativity can be good? Who'd a thunk it?
the absence of negative keywords is like a slow gas leak in the walls of a house. It blows marketing budgets on noisy crap and taxes sales organizatons with irrelevant lead sifting.

A robust negative list is a must for any campaign, especially one that uses broad matching or going after terms that cross industries such as windows (house windows or Microsoft windows).
Also, DO NOT forget adult related terms. It may seem silly and juvenile, but so are the people that search on the internet. The last thing you want is unwanted clicks from "your term" + boobs. This is assuming you don't sell adult related items.
I like to use a combination of the adwords tool, ebay, and SERPS to create my negative list.
For negative keywords, the best tools are whatever keyword tool you use (wordtracker, keyword discovery, wordze, etc.), the Google negative keyword tool from w/in the Google AdWords interface and your campaign's search query report.
I would also add to this article's list, location specific searches where your product/service is not available.
Use the search query report in your AdWords reports area often. You will find everything you need to add right there. Well, everything except for whatever hides in those "...and 38 more keywords" enries hat drive me nuts. Add what you don't want there and then check it the following week, wash rinse and repeat. And yes, adult terms are a must. Your negative keyword list is not complete unless it makes a George Carlin routine look like an episode of Elmo.
