There are so many ways to hire/train agency staff - I know my company has tried a few ways, and we're still revamping to find the best model. I honestly think it comes down to the person, and their drive to learn, and they're learning "style." Some are hands on learners, some are very analytical and concise - and wont touch a thing until they have all the facts and "what ifs" answered (the latter type personally drives me nuts - and I'm married to one of those.)
I wonder if having a "training program" in SEO/PPC is a bit like herding cats, kinda fun, a little crazy and usually ends up painful for someone in the end?

As an SEO business owner, from my perspective, it does not makes sense for a business to invest time and money into developing inhouse SEO. We can do it for less than the cost of the salary of hiring staff to do it...seems like a no brainer to me...then you train these SEO's and they have all the experience and they jump ship to someone who makes them a better offer...better develop an employee retention system while your at it.
The article suggests writing all the training lessons down. I would suggest getting a wiki running on your local office server. You need something easy to update by all the pros in your team. Twiki is very good and offers a PDF option (add on) to package up the info into a take-home training manual.
