Yeah I wish there was less of a cliffhanger, but this post does set up the series nicely and it does have some good info as well.

Yes, it only alludes to what not to do, not how to promote your blog if just starting out.The reality is, it is far harder now to promote a new blog than it was back when I started in 2003.  Anyone who doesn’t think that is just kidding himself or herself.There’s really another more basic issue that I see when it comes to small business blogs specifically, That is, business owners have to be comfortable reaching out and making connections through a variety of tactics.  It’s Kevin Kelly’s "law of increasing returns" in a network economy.  The more you touch, the more you grow.For SEO people and marketers used to link building, that’s a concept you all understand implicitly and put to work in many ways.  But the biggest issue I see is that reaching out is not a concept that comes naturally to many small business people who simply CANNOT understand why in the world you’d ever want to link to another site.  "Blogroll -- why would you want to create of those?"  It’s contrary to everything they know about competition.When it comes to the average small business with a blog, it’s less about learning specific tactics even.  It’s more about getting comfortable with the WIIFM of reaching out.  Once they’re over that mental hurdle, they can absorb the tactics and they’ll even think up ideas of their own to drive traffic in their niche for their audience.
