I commented on the post - Great list and well worth reading, even though I don’t even like top ten lists. I believe you missed an important one - create a site map file and let Google know about it.

On first skim, I’d guess that I agree with approximately 152/2 = 76 of these tips. It’s valuable only as a list of issues of what to think about, but not for its actual advice.
