To be honest this has likely been around since last year at some point and likely being studied and tested beyond that. For me it is more like the tip of the iceburg and I have to wonder what other user behavioral data the Big 3 are using beyond mere query analysis.... that's what really interesting...

It's definitely working, I've noticed it a few times recently and Patrick Altoft did a post about this last week.

I can see why Google thinks it could be useful but I think it makes more sense to just display ads which are relevant to a specific query instead.
