I guess I missed the part where Matt says they "detected" anything. He does say, "notice". Which could mean a lot of things, spam reports, human review, heads up email, spot checking, etc.
Just wish to add Matt’s reply to the following question at the same present post:Q - “How do you find these Matt?” Matt - We have a pretty wide circle of things that we spot on the net, Peter, plus people often point us to weird things that they notice, too.

Google algos should detect the linking patterns and then Googlers read text on images rendered by their user agents. If not a spam report is faster than the algo.
I asked matt:"I think Link Exchange is not a Crime … the person had already mentioned: “I am gonna be selective about who i list and the amount of sites i list so please PR4 or better sites that are financial related to the above themes.” Although he took it wrong the Google don’t like link exchange .. but i think he don’t deserve the glory like David Airey said !! PR is like Trust Rank for google as well as for webmasters !! So the person asked for some trusted links also from the related websites …. so i think its k !!
