While I have found this to be true of meta keywords, I haven't found this to be true of meta descriptions. the meta description can be very useful for determining relevancy.

Agreed about the meta-tag description attribute. However, I develop sites that use site search engines and sites that have considerable reference portions. And that is precisely where I see the keywords attribute be extremely helpful.
It depends on the site. Priorities vary by site and page type.
A great article by Shari pointing out that Meta Tags actually still have a place in SEM. And you don't need a Masters degree in Library & Information Sciences to implement them ;-) (couldn't resist)
I personally feel that Meta-tags still hold a lot of good weight in them. I have worked on a lot of sites and Optimizing the Meta-tags have assisted in having the page pull-up much better, although it is not the only thing that is SEO.. :)
