In an announcement on July 20th Facebook states that the changes will result in a “cleaner, and simpler design, along with the opportunity for users to preview and test the next-generation features and functionality” You can read more from their official July 20th press release here

I agree with Dave on the points he made regarding features that would be nice to have. I must assume that Facebook did a lot of analysis and testing before moving their ads around. It would be disturbing if not... Naturally, I expect an increase in cost to the advertiser, since that's revenue to Facebook, which hopefully is offset by a comensurate increase in ad performance.
