It's a classic Foot In The Door persuasion technique (see http://en.wikipedia.org/wiki/Foot-in-the-door_technique). The only caveat is that the initial agreed-upon request must prove beyond the shadow of a doubt its effectiveness in order to get approval for the subsequent, larger requests.

Good point! This technique actually applies to any undertaking. It's not limited to SEO efforts.

I've heard it works well with the ladies ; )
