I didn't read Part One to get a gist of what type of talent you're looking for (established SEO's or new hires) but it makes sense to me to look at colleges and universities offering an e-learning curriculum in business and/or marketing as a place to find potential talent. 

People who are already comfortable with this type of learning and excel at it are a step ahead of those with less computer experience.

Nice representation of data..thanks for the images..now I can clearly picture out where the real SEO talents are found.
