Three years ago Todd Malicoat published a blog post titled Balancing the Link Equation, which offered conditional tips about how to improve the link profile of a website. I think of that post nearly every time someone asks for SEO advice because the field has grown so complex that both yes and no are often mutually wrong answers. The correct answer to most SEO questions is "it depends" followed by a whole bunch of qualifications like brand size, site age, content quality, site size, and marketplace competition.

It is really important to have an open line with your SEO consultant or firm..that way they can device tactics that will work well wiyh your site.

This article is spot-on.  From an in-house search perspective, companies should share information with their in-house search team on an ongoing basis.   Years after an initial site analysis and optimization, a company might make major changes behind the scenes that can impact search.   As technical teams work to get another project out the door, keeping the search informed is sometimes overlooked.  

To be safe, assume that the search team needs to know.  Better to share too much information than not enough.

My opinion is, the litmus test for a new SEO relationship is whether the new client can adequetly fill out a short questionaire under a week.
