I think the appearance of sitelinks in the serps definitely gives your client an advantage. I think psychologically the searcher may see it as more relevant or more an established authority (with the sitelinks) and worth the visit.

Charging more for what you have already agreed to do seems whether unseemly to me. What you actually are charging for is obtaining the #1 position in the SERPs. Sitelinks are dynamically generated from Google toolbar usage data. Sitelinks cannot not be spammed or forced, like double listings can be. Thus, SEOs have nothing to do with obtaining sitelinks beyond driving traffic to websites.

Also, Im not 100% in agreement with your view that SEOs have nothing to do with obtaining sitelinks. Yes, they are granted by Google and cant be forced, however making sure the site has a good link profile and is organised in an optimised manor definitely helps the pursuit. Thanks for reading anyway.
