It isn't "sites" that go supplemental. 

It isn't even "pages" that go supplemental.

It is individual URLs. That's an important distinction.

and I guess ...PAGES AND SITES have those url...

Hmmm.

 shirts.com/buy.php?style=456&colour=blue might be a normal result and

 shirts.com/buy.php?colour=blue&style=456 might be a supplemental result.

They will both have the exact same page content.  Google considers URLs, not pages or sites.
