I think that anyone reading this thread should know that the Video Ranking Factors in article is about ranking your video in YOUTUBE not the general SERPS.

If I were looking for info on ranking video in general search, I'd start with the Blinkx Video SEO Wiki: http://www.seowiki.blinkx.com/index.php/Main_Page as well as the Yahoo Media RSS guide: http://search.yahoo.com/mrss.
