Every webmaster needs to proceed with caution when attaining links. There’s always a right way to do it and a wrong way. The key is to stay under the radar and strive to appear “natural”. And let’s not forget spending some time doing internal linkbuilding.  While it’s no substitute for getting links from other sites.  Often times sites can see great improvements from spending an hour or two improving internal anchor text and adding or subtracting links to/from specific pages.

Good point about diversifying the links you buy, and contacting webmasters directly. I couldn’t agree more. At the root of it all, it’s advertising. And the same as buying marketing space on a relevant web site. Google can’t penalize you for that. Sphunn.
