The user generated content isn't the problem, it's your complete lack of security and not using a blog product with security add-ons or not implementing those security add-ons as well as common sever side security measures.

Spam can be 99.99% eradicated with the use of a combination of CAPTCHA's, javascript, email confirmation, negative and positive keyword filtering for automatic moderation of questionable content, server side filtering of bad user agents or blocking bad IP neighborhoods via RBL lists from a variety of sources.

Do those things and user generated content can flow freely.

Agree with IncredBILL - With all the upgrades and add-ons available for the countless blogging software available, there should be no reason for spam comments. The latest Wordpress also adds "nofollow" to all links within comments as well.
