Assuming this is correct, obviously press releases are being used to game the system.  I think we've seen enough examples of Google shutting down stuff (IE Afflilliates).  Its pretty  disingenuous & insincere of newspapers to try to get away with this.

How to game game system. (Before Google Warning):

A) Write press release - distribute all over planet

B) See what ranks

C) Sell Ads on ranked materials (months later) - by cleverly seeding content inside article - or faking comments

D) Yes it ranks, but it obviously stinks!

As an aside I'm curious what will happen with DEMAND MEDIA which pays very little to churn out content automation and then charges its customers an obscene amounts to rent out the pages, essentially doing the same thing the newspapers do!

All the newspapers have to do is make sure they place ads along with relevant articles, when the article is written, or make bloody sure that the advertiser and the content are actually relevant.  Thats all that Google wants.

I would be concerned. You no longer have put yellow stars on people, to identify them in order to ship them off to be exterminated. In this nightmare scenario you would need to eliminate all resistance. track down the leaders first block communications, then deal with the sheep later.

Identify the sociopaths to do the job (We know who to profile); Special selection would favor those that can keep their mouths shut for enough money or a holy cause. Just put all that data together! Need to track undesirables? Analyze speech patterns! All that data will be in the cloud! We can use Geo-targeting and categorize locally.

Video pattern recognition with unlimited tools. Find out who they contact (Thanks Facebook! Gmail, Hotmail). You don't even need a job interview, all potential matching candidates matched by the cloud. George Orwell here we come...

Seriously before I put a tinfoil hat on my head, and crawl into a corner gibbering. I would like to propose an old idea. "OPT OUT" any Non-government agency that collects information on us should be required by law to dump the information, if I the customer choose this so be it, or if they do keep information on me it should be transparent.

Companies should in plain (Non EULA) English explain how they use and store your data.

The onus should be on the company to comply or be fined, or sued. OPT OUT should be enshrined in the constitution! (Maybe it is?)

There is also the responsibility to think about your actions and the consequences down the line, so next time you're doing something naughty online think again!

It is frustrating,

I too have used Web Master Tools & the report is no better than a localized SERP scan.  The only way to measure SEO efforts, is thru the use of Analytics and traffic analysis.  I'm not sure if #1 means anything anymore, like it used to be

(you might be hovering around #1, but try telling your customer that!)

Does a ranking report have any meaning in this new Google world?.

Is this not the same as renting a lockbox at a storage site?The debate is about copyright, but is this really about privacy.  Keeping my stuff out of use from Joe Public, like a locked door, if I give out keys to my lockbox - thats my business. The only thing BING does do right is not play games with Geo Targeted terms showing up in locations outside your specified campaign targets.  Try this as an experiment in Yahoo! and Google set up a word like "chicago plumber service", with an illinois Geo-Target.  Now go to New York City and type "chicago plumber service"....guess what theres your AD!

So you were trying to put up Test ADS, for a live test, for Cost & Position? Have you actually verified that this is the reason for your ban.  I think I could understand Google's position you're using the systems without any solid intention of using all those ADS and keyword, just to test.  I'm curious as to where in the User Agreement , that this is not allowed?
