If it is targeted link building then it is per defenition SEO, however tactics like these are probably illegal.

There is a difference between submitting e.g. a tutorial and submitting controversial news,  there is also an important difference between second hand and first hand information. The submission guidelines don't reflect this, so in my opinion the guidelines should be updated. That would partially solve the problem.

Sphinn should also have a way of dealing with stories that are problematic after they go popular.
