I actually think keeping quite a good level of editorial control is working for yahoo on this one. It's not going to be sustainable longterm but in the short term it gives the interactivity many crave, doesn't overwhelm their current audience with change.
As an other Brightonite they are real people... I think I need to get myself an arty photo for our blog, mines a camera phone special!

I think a system similar to propeller could work quite well.
The featured story then serves one of two purpose, highlight breaking news that might not yet have enough votes or keep something important from slipping down the hot topic page too quickly.
I don't know the limitations of Pligg but I think something along the lines of stumbles system where a vote for someone you always vote for counts for less...

Hopefully as the community grows the number of votes will increase and people will realise they'll never be able to beg enough votes.
I'll admit I've occasionally asked a few people for sphinns to help get a story started or pushed it popular, but I always hope those people vote on quality rather that to get sphinns in return!
I tend to agree zachary, but you'd be amazed how many people as soon as they get online forget the most basic of social skills.
There are loads of people with completely useless facebook profiles so this was my small way of helping them
