I base it on 2 things. First, I have seen my indexing time on several of my new sites speed up when kicking it off with Adwords. Obviously its not a lot of data, but enough to make me put it on my list. :) Second, anything that can add search engine trust is a good idea, and when you put money in the picture and buy ads, that gives some level of trust to Google... in my opinion. :)
