Are you referring to the "sand box"?  If so, yes there are definitely penalties when you misuse the priviledge to use search engine optimization.  One thing I can tell you and I've read about it more than once and that's copying another web sites content.  I wouldn't recommend it.  I'm sure some here will agree with me.  -L
